Illinois Department of Healthcare and Family Service, Deputy-Director for Planning & Reform Implementation, (2010 to 2015)
Agency lead for the expansion of Illinois Medicaid as part of the Affordable Care Act (ACA). Included redesign of eligibility process, replacement of 35-year old eligibility system, and, eventually, enrollment of more than 500K into Medicaid ACA coverage. Also involved with numerous other HFS initiatives, including conversion to managed care, quality incentives, Cook County waiver, redetermination project, and information system priorities.

Throughout served as senior advisor and representative of the institution to government and external groups/agencies. Also served as “utility infielder/troubleshooter” on a wide variety of issues. Over the years had reporting responsibility for various areas for 1 to 4 years, including Medical Records, Construction & Renovation, Physical Plant, Organizational Development, Marketing and Government Affairs, in addition to responsibility for large special projects (e.g. move into new Children’s Hospital). Particularly involved in the development of the Electronic Medical Record at UCMC. Additionally, for virtually entire tenure, had responsibility for capital budgeting and Housestaff and Medical Staff affairs.

Chief administrator of staff to Illinois Health Finance Authority, a hospital rate-setting commission, during developmental effort.

From 1978 to 1980, Director of Office of Health Finance, which set Medicaid rates for nursing homes and hospitals; undertook economic and financial feasibility; reviewed all requests by six state agencies for changes in rates for purchased health and social services. 1976 to 1978, Senior Analyst with primary responsibility for new Medicaid reimbursement system for nursing homes.
